Looks similar to gyft.com I have used them many times and they have a app that's great that stores all the gift cards and you just scan them at store....Super fast way to use cash and use BTC
Stupid question. Can someone use egifter, gyft, localbitcoins, etc. having only a Blockchain account, or is Coinbase or similar account needed?

No you don't need a coinbase account. A lot of the time I just cashout sports book straight to gyft.com if I want to buy something at the store.Very convenient.

Bitcoin is definitely harder for the DOJ to get at or they would have got it by now. They cannot get their hands on a chunk of money. How are they going to freeze Kraken? A Mt. Gox type of catatrophe is always possible as long as funds held in USD and other currencies are safe?

Bitcoin is licensed and regulated. The DOJ can't "go after it" unless that department go rouge and start a coup.
The authorities may require more and more reporting to try to catch out tax avoidance but we are way past the stage of the govt even wanting to shut down bitcoin let alone having the ability to do it.
