It would be hard to imagine them not making the playoff. They'd likely have to lose two games.
That means if you were to parlay their two playoff games together, it would likely still be - money. They're going to be huge favorites in both games. -300 ML or higher each game.
If a book offered even money or better, to win it all, I would jump on it.

I hadn't even considered that, I have been thinking all along that Michigan/Ohio State winner goes to Big Ten Championship Game. And Penn State closes with Rutgers and then Michigan State at home, so should win out.

I would not think so, although they would get helped with win over Wisconsin in Big Ten Championship. This is wild, if Michigan loses to Ohio State, can it be that no Big Ten team makes playoff? I think Ohio State has most talent, but can't justify taking them over Penn State if Penn State wins conference. But there is also no way to justify Penn State being one of four best teams in the country.
Only clarity would be if Michigan wins at Columbus and then wins championship game.

No it doesn't. They're better off not going to their conference title game. That's how idiotic this 4 team playoff system is. Think about it. If they beat Michigan, they're a 1 loss team and as always, the committee darling. They would have nothing to gain by risking losing to Wisconsin in a Big Ten title game. Is this committee going to put a one loss Clemson, one loss Louisville, one loss Washington (they have 2 tough games to win Pac-12) and a 2 loss Wisconsin conference champ ahead of them? What if 2 loss Penn State wins the Big Ten with a win over Ohio State in hand?
I hope that happens just so everyone can see how utterly stupid a 4 team playoff is, where a team has an advantage if they don't play for their own conference title.
