I would have kicked off. The only advantage to getting the ball first is if you score a TD. If you don't do that (and nobody has scored a TD tonight), then you are at a disadvantage even if you manage a FG. The other team then knows it has 4 downs to advance the ball.

No. This is basically another quarter. One team scores a td game over. They can exchange fgs. But it no one scores and the time is up game over 3-3 tie game.
