There is no such thing as "good" and "bad" policy, all policy is a compromise, that is how things work. I hope you do know that when groups like, say, the bankers want legislation passed they publicly come out against it...it's a known and well documented strategy. If the people think the "bad" bankers don't want it, it must be good and they vote for it.
You don't see anything like that possibly happening here? This same strategy with Russia has been used and debunked in the past.
