For the most part, I agree.

The way I understand it is that the US has tactical nukes designed for a more precision attack, with less fallout. The US is poised to strike preemptively with the tactical nukes, (not just NK), with the intent of not letting the larger, more conventional mass fallout weapons be deployed.

It is my understanding that no one else in the world has tactical nukes like the US.

The tactical nuke is meant to by-pass the old Mutually Assured Destruction concept that comes with those larger nukes and ICBM's.
