Slovenia I mean ..a place like Ljubljana is gorgeous right off Coast Of Italy and cheap

I've heard Croatia is another nice, cheap place and that's near Slovenia, just across from the coast of Italy.

I visited Portugal last September and most people make the equivalent of about $800-$900 per month so the standard of living is low. This is a southern Euro country so it has warm climates. It's close enough to take a cheap flight to other parts of Europe for a quick weekend getaway.

A lot of people from Britain retire in the south of Portugal (the Algarve) so there are quite a few English speakers there. They welcome retirees. You can live there for 10 years without paying taxes. Medical insurance is around $135/month per person and that includes everything including free checkups and even surgery.
