Preseason Total Points per Game since 2000:

Week 1 + HOF: 35.3
Week 2: 38.4
Week 3: 40.0
Week 4: 37.4

Makes perfect sense. The starters play the least in Week 1 and a bit more in Week 2 before the Week 3 regular season dress rehearsal. Then the scoring drops again with most starters sitting in Week 4.
