The IOC has long had a zero tolerance policy towards doping in sport but it will be interesting to see if they stand by their own code of consequences of code violations or create an exception, therefore sending the message to the international community that doping is acceptable...

I don't think anyone can say for a fact whether it enhances performance or not without a proper study being done. We can speculate a thousand different things based on what we read online and each one of us can have a completely different opinion about these things.

There are plenty of corrupt athletes and officials in every single country. But to say that Russians have a tendency to cheat is just plain wrong and it shows me that you're either have a personal vendetta against the Russians or simply being brainwashed by the media.

In 2003 Carl Lewis admitted that he felt ok with cheating as "hundreds" of American athletes escaped bans. Where was WADA then - certainly not calling for a blanket ban on US athletes.

Don't forget, it was WADA which gave accreditation to the apparently corrupt anti-doping lab in Moscow and it was WADA that maintain that accreditation.

I back the integrity of a WADA report over what the IOC has to say any day and in that knowledge can say with some degree of confidence that yes Russians (and I'm sure other countries to a lesser extent) have been widespread doping and that the IOC has simply stopped a leak in a bucket thats full, nothing more or less...

I'm not deflecting anything. Meldonium was not banned up until January of this year. You can still buy this stuff over the counter without a prescription.
Without any proper scientific backing, WADA decided that it would be better off to just ban this chemical until they can figure out how and IF this drug enhances performance of an athlete.
