Three of the best FBI Files episodes that I've ever seen started with people going on crime sprees in Vegas. So it's definitely nothing to do with how safe the city is. I could ask the same question about a plethora of American cities. How come the terrorists haven't hit Chicago or Seattle or Nashville? The answer is simple. They haven't got around to it yet or they have no interest in those places. If you can F up NYC, Boston, Florida etc. then you can just as easily get Vegas or Chicago or any other city for that matter.

Happened off strip and common knowledge the shooter was killed back in Cali. Pac wasn't a gangster but he played the part and got caught up in shit he never should have been involved in to begin with.
