This is actually a pretty common practice. I know where I live the city and county used "actors" like this to test and train for natural disaster prepardeness a year or so ago. They used it to train and coordinate response and communication between many first responders and local Govt branch and agencies. I watched a local news story about the event and it showed some behind the scenes stuff, it was pretty interesting.
