People who never played soccer always have the stupidest ideas.
We will have a game decided after 6 hours when all players have been removed except the goalies.
This is better than PKs!

You can't play until someone scores.
If the game goes on for another 45 + minutes this would be a huge disadvantage for the winning team going into the next round.

like laker said you have to take the option away of pks for teams, but we cant have players collapsing on the field either.

Taking away players during the additional time is the best idea. But do it progressively. For example for the 1st 10 min of extras go with 10 men each , then at 20 go to 9. Finally in last 10 go to 8. The last 10 would be like 7 on 7 football in texas or Rugby 7's. And give an extra sub for the extra time each that way in the last 10 a manager can put in some super speedy offensive player 8 on 8 vs guys that are dead fukking tired. You would see the subs dribble circles around them with all that open space.Comment -
PKs is a test of the players mental strength(composure and concentration) after an exhausting 120 mins of football. If fitness isn't a problem, then the next test should be the mental test, so nothing with PKs to settle ties.Comment -

They tried these shootouts for a few years in MLS and then they abandoned them because when the goalie was beaten he will foul the player for a regular PK without getting a red card.

True it comes down to teams making mistakes in their defensive 1/3, players ability to finish, and the ultimate horrible ending referee mistakes or miss calls with the perfect example being Maradona's "Hand of God".
Great goalies study their opponent in all aspects, as was shown today Buffon and Neuer were for the most part correct on their dives, their presence especially Neuer the way he moved around and showed his confidence prior to each PK and Buffon just needed his reputation to put doubt in German shooters . Bringing the PK back to the 18 would give goalies a big advantage, more reaction time granted, kickers would no longer try to disguise their shots it would be all power and placement, goalies would no longer have that edge or presence as some goalies have vs a kicker so any goalie could be known as a great PK goalie.
This is a awesome idea and strategy would be a huge factor.
