WTF? If there are 4 "bubble" games, why isn't there one in each region? Even worse, how does a "bubble" team get to be an 11 seed if they win?

Shouldn't they be 16 seed?

The play in games are between the 4 lowest seeds in the tourny and the 4 lowest seeded at large bids.

vandy and witchita st play each other to see who plays Zona. are u saying one is a 4th lowest seed in the tourney and other is a 4th lowest out of all the at large bids? Seems kinda odd. i would not consider Vandy or Wit St one of lowest seeds in the tourney.
