It would seem to me that if you picked a fantasy team of horses with a salary cap, those salaries would have to be fixed.

You are playing a handicapping game against other cappers. The races are a selection of say 3 races on 2 tracks and you are placing mythical 2.00 win bets on 1 main and 1 alternate horse in those races.

I would like it better if you get a certain amount of money to spend, the horses are priced by their relative quality. You pick your team of horses over an entire card.

Get so many points for 1st 2nd and 3rd. If your horse scratches too bad, just like if your RB pulls a hammie in the 1st Q.
