how can I place a tentative bet and wait for the odds go up then automatically apply?

1. I know I can do this with betfair, unfortunately they just closed for canadian
2. I found it's too time consuming to keep checking the odd
3. can I find some service somewhere to notify me the odd change?

You can get a line service to notify you of odd changes, but I've never heard of the rest

You can program a primitive bot/program to do this for you via scraping etc. Most sites actively fight botters though.

Program not a good idea. It will eventually fail.

Your best bet is some kind of lines service, like Iwin says.

There are services that allow you to only be notified if it hits your target.
