Yes that was taunting. But the refs already lost control of the game a couple hours earlier so all the calls they made afterwards were questionable and they were not trying to favor a particular team. They just lost control of the game.

Bernard was not a defenseless receiver which is why there was no penalty. Brown was completely defenseless and burfict could have avoided the hit, but he was to intent on getting a revenge hit instead of actually winning the game.
