They are basically telling us these teams are equal, maybe even the Kings a bit stronger. What am I missing? Western conference that much better? Hawks have many injuries? Not even interested in betting it just wondering what this line says.

Teague and Bazemore not enough to explain this line. The books are making a statement about either the Hawks or the Kings here. They think the Hawks aren't anywhere near what they were last year, or the Kings aren't the dumpster fire they are portrayed to be. One of these narratives will play out this season. No clue which it will be.
