I've never understood how people came up with the label African-American as a race. What's the PC term for Dominican blacks?

He's a mix of black and hispanic. If you look at the differences of Dominicans vs Haitians (even though they occupy the same island)-- Haitians are usually way darker because they descended from a 100% african slave colony. Dominicans have more spanish (european) blood in them.
