Parole and probation officers aren't really known for their intelligence, usually they are C student in easy majors with little to no job prospects elsewhere. I was hanging out with PhD geneticists and one of the top analytical chemist on the planet and my parole officer decided to send me to months of 4 hours nightly rehab among pill junkies and coke/meth heads. Mediocre people need authority to compensate for their glaring deficiencies in life.
