No one can afford the legal fees and lawsuits. Qatar already spent hundreds of billions in building new stadiums for WC. They will sue everyone if they move it from Qatar. Then the contractors, engineers, architects, etc (which most of them are US or UK companies) will sue everyone.

So South Africa gave FIFA $10 million in kickbacks to host the World Cup and NFL is threatening cities that don't finance NFL stadiums with taxes that they will take the team to another city if they don't oblige to their commands. This is actually the worst form of corruption.
