no it can't, every year there are a bunch of trades that shake up where people go and teams take picks that NO ONE sees coming, this and the NCAA tourney are impossible to get 100%, it will never happen in out life time.

At least with a Bracket you know the 64 teams and can make your picks. With the draft you have 300 players that can be drafted in 1st round but you also have to predict the 32 chosen in the correct order and you don't know who the 32 are ahead of time.
