He isn't on the trading block and besides the trade deadline has passed so that's totally irrelevant. The news was just that he wasn't untouchable at the deadline but he didn't end up getting traded so who cares.

The Trade Deadline, passed at the All-Star Break, only says that if a team doesn't have a player on their roster by the deadline, that player can't be on their playoff roster - teams, especially teams that aren't going to make the playoffs like Sacramento and Denver, can still make trades.
Someone must know that Cousins is out but all I could find is that he is questionable for tonight, not out, which doesn't explain the line movement.

DeMarcus Cousins (left ankle sprain, left hip contusion) is doubtful for Friday's game against the Spurs.
He was unable to practice on Thursday because of these injuries, and we would be shocked if he was able to give it a go on Friday with the Kings going absolutely nowhere in the Western Conference. We will update his status when we know more, but Rudy Gay is going to be a busy man on offense for the Kings if Cousins sits. As far as I understand a player has to be registered by March 1st to be on a playoff roster, so in 2 days. Until then players can still be bought out and sign with other teams.
I'm pretty sure trades can't take place anymore. Could be wrong. Anyway what I do know is that the story was in the past tense "Nobody was untouchale at the trade deadline" - implying even Cousins could've been moved.
Questionable does move lines actually for a guy like Cousins. In this case it's doubtful - which is all but out.

Shortly after hiring George Karl, the Kings traded for Andre Miller, Karl’s point guard the Nuggets.
That might not be the last roster move Karl inspires in Sacramento.
Pete D’Alessandro, who worked with Karl in Denver, is still the Kings’ general manager. But Karl might have usurped some control and could use it to acquire Ty Lawson – or even trade DeMarcus Cousins.
