The man that was killed was high on meth-amphetamines and reached into his pants to try and stash something or get rid of something when the cop told him to put his hands up. The cop was familiar with the man(who's name is Richard Ramirez) and knew that he was wanted for armed robbery. The cop was also warned that he may currently be armed. Ramirez also had a couple outstanding warrants which is why the cop was on the edge with him. Everyone in the car had a warrant.
