what is a "sharp"

It's generally someone who the bookmakers respect or someone who shows an edge on their bets over a decent sample size. It doesn't necessarily have to move a line because the book may feel comfortable with their own position or have enough on the other side that they don't feel the need to move it. Studying line moves can lead you to chasing your ass in circles, best way to become a "sharp" is to develop a computer model that has an edge and never post on SBR again.

but the reason i made this thread is not to find out if anyone is a sharp per say, but i heard that sharp money was coming in on the bobcats(Tonight) and thats why the line keeps fluctiating back and fourth from pick to cavs - 1

The quick eye test is to look at who a guy bets and the number he got including juice and compare that to pinnacle's closing number. If he does that quite often regardless of record then you probably are looking at a pretty good bettor. If he isn't beating the closing line and is winning then reality is going to set in and he will lose the juice long term.

Good example would be Twizzle.....he liked TCU vs KSU earlier this year. He bet them very early at -5.5 or -6 cant remember exact number. Game closed a point/ point and a half in his favor hence was a pretty damn good bet. Now was he just firing darts or was that a sharp play? You need a sample size to determine it, btw TCU won quite handily and I had KSU.
