Of course, the tout market is 99.9% fraudulent or just reckless and pathless at its best.
Are there legitimate and profitable services out there? I don't know really, but I believe there are. And of course, except from the service itself, you will hear nothing from users of such service as most of them wan't share it.
Personally I would partly trust a service that offers at least month or first 100 or more of their picks for free. Yes, I could use new identities to get it longer for free, but I could also share their paid picks, so there is not really protection for them either. However, for most people it would be very weird not to pay for services once proven profitable beyond reasonbable doubt.
So, if a capper is really sure about its quality, offering a free trial should be a sure thing.

The only one close to being OK which I found when I was interested in the matter was BettingResource. They offer(ed) a week or two for free and their results seemed very legitimate, but IMO they are very very pricey and not suitable for bettors below $tens-of-thousands in bankroll. Under assumption that their positive profit record goes indefinetely forward, one needs about +$5000/6000 a month just to break even (if I recall it correctly).

I neither can nor cannot endorse them, but they could be worth of consideration for some people.

That is doubtful too. If we talk stock/commodities market then I would agree with you.
However gambling market is very limited by many means and I would understand someone making more money with selling profitable picks then with actual betting.

Consider someone having 5% ROI on every bet and making 500 * $20K bets a year.
Now how about charging $5000 a month and having ONLY 10 customers?
