If it's true that the nfl received the video of the elevator punch, then goodell is guilty of horrible management in not addressing it by giving ray rice a max suspension months ago. It would appear to be gross mismanagement of an extremely serious offense and quite frankly would stink of a cover up to protect the nfl's reputation.
