If I bet Germany -.5 +130, and the game goes to PK, and Germany wins - the score will read as tied, and thus not satisfying the -.5. Meaning, I lose that wager?

My usual understanding is yes. Please correct me if I am wrong.

That's why you always want to compare those two bets and take the best odds if you are betting a team to win

You're understanding is correct. In order for you to win that wager, Germany must win the game in the 90 minutes plus whatever extra time is added on. If the score is still tied after that time, you lose the wager.

I was looking at the prices via my mobile app, and just logged on via the desktop, each wager has its time limits defined. "90 minutes plus stoppage time only" "extratime and shootouts included"

The mobile app didn't show that little piece of information.

-0.5 is a regulation time wager only. It only includes the 90 minutes plus the 3 or so minutes of stoppage time they add on to compensate for stoppages of play during the 90 minutes. It does not include the 30 minutes of extra time or the PKs. You could bet on Germany to win the world cup and that bet would include everything.
