I understand that if i take Portugal at -.5 -115 they have to win to get paid. The money line from what i believe is also -115. Why would i risk a 1/2 goal when the line even is -115 also?

It means the exact same thing. Portugal has to win the game, a Draw is a loss since the Money Line is a 3-way line.

No none whatsoever, they are the exact same thing. Oddly, you will actually find a few games occasionally where the -0.5 and the ML are a few cents off. Only in those cases, the advantage is in taking the better price.
