Louisville will be favored over them, so it depends on you definition of "best". I like to put everything in gambling terms, so I consider whoever would be favored on a neutral court to be "better". With that in mind, Louisville is one of the three "best" teams in the country right now, and yet they are a 4-seed in their own region. Only two teams Louisville would not be definitely favored over on neutral court are Florida and Arizona.
