user friendly (except for payouts) book is as timid as they come to avoid sharps. yes, this has long been a bugaboo for their customers and you would think they would at least loosen up a little on the line posting a bit sooner. but they stand firm. however, this book is a good option for underdog bettors as you very often get that 1/2-1 pt more on them for some reason. if only they didn't make you jump through barrel hoops to get paid. like their horse rebate program and dime super option on tracks that don't offer them though.

is it hard to get a p2p payout as well?

don't know. probably if you pay through the nose for a payout you'll get it sooner. everybody wants payouts like if your're playing with a local. small players should just leave it in since having a balance to bet with is more important than getting the money to buy stuff you don't need or will end up just sending it back to them. it's all about being in action, not collecting profits. the odds that you will continue to pile up wins and money are remote.
