Where is the best place to get good sweatpants for a gambling outfit? I'm looking for the ones that are lightweight and very loose with the elastic around the waist. Do you buy them like that or do you cut the elastic to loosen it up?

I have tried Kohl's and Target. Can't seem to find what I like.
