I'd be floored if he's charged. To be charged the state would have to draw up the warrant and issue it to the police. Like someone said above, Winston would be arrested before the press conference.

I believe they knew where they were going to do last week, but couldn't just say "Alright guys, we aren't charging. Happy Thanksgiving!" and leave for 3-4 days due to the national media attention.
