The lines are getting sharper by the books but the reason why some sharps dont bet early, is because the limits are smaller. They dont like giving out there information to around game time where limits are twice as big compared to Tuesday limits.

^ this also explains reverse line movements. if sharp bets the over early (smaller limits) with someone who the books respect they sometimes inflate the line and the same sharp can wait around game time and bet the under for 3 times the amount of his first original bet..
