Ok, I can understand letting them lick their fingers. It's sensible to be able to get a better grip on the ball within reason.
But this shit with greasing their arms up and wiping all over it after pitch is a joke.
I'm watching the Giants-Mets right now and Petit is hammering his arm after every pitch.

Let's get this under control because it's basically approved cheating right now.
If you wanna put lotion on to protect your skin, fine.
But a pitcher should NOT be allowed to touch his arm for substance/sweat/whatever while on the mound during an inning. Who's to say it's lotion?????? It could be anything.

MLB will be taking care of this problem very soon or every homo manager who is losing a game is going to just get every pitcher tossed now since 90% of them do it.

The real question is how they let this go on for this long when you know it was inevitable they were going to have to address it and make some kind of rules going to your arms.

The game has been pitcher-dominant the last few years now
Just like they cracked down on roids, they need to crack down on this.
There is no way to tell who's using what on their arms.
They need to come up with something agreeable you can put behind the mound just like the rosin bag, that helps with grip but doesn't doctor anything else throwing a pitch.
