He doesn't cause drama, the fact that people talk about him is not drama. Drama is shooting yourself in a night club. Drama is driving drunk, crashing, and killing a teammate. The only reason he didn't work in the Jets is that Idiotasaurus-Rex didn't give him a shot. Did is so stupid he'll rather crash and burn before trying all his options. How he still has a job is beyond me. But Tim will be ok, he's a hard worker and someone will figure out the fact that he's worth a shot.

He's fairly average in his physical abilities (vert jump, 40 yd, etc), but would still be a big, physical WR lined up outside. He's just owed too much money for anyone to really think about picking him up when there's so many opportunities available in undrafted FAs for cheap.
