Or do they step in and manually tweak a line if a team is raping the KenPom predictions?

to answer your title question, yes. but the bigger books thats not their only source.. thats just 1 of many

Not even close.....KP does good work but for instance he still has Indiana in the top 50 and they couldn't beat 15 teams of the top 100 on a neutral court right now

His rankings are more like the RPI which rates a teams overall season and how tournament eligible they should be but sportsbooks look at who's hot/not right now
