Can anyone explain this one to me?

Watching Wings/Ducks on a controversial 4th goal. The Ducks commentators were saying that the "War room in Toronto" was reviewing the 4th goal and that's why it was taking so long to review the play.

Not sure why they don't just flip a coin, it would probably end up being more accurate.
