Agree. He can't even argue that he was finishing his check. Zucker had no reason to expect getting hit there. Injury occurred, hit targeting the head, penalty (interference/game misconduct), and Perry even left his feet. Very dangerous play that was uncalled for. Zucker is lucky that his head only glanced off the boards.
