What am I missing here? The o/u is 43 and both teams average in the high 30's per game. I know they both have strong defenses as well, but this total seems way low. Admittedly, I know very little about DIII football.

Investigating further it looks like UWW only allows 10.9 PPG and has two shutouts in the playoffs this year. Still, last years championship game was 38-28 between the same two teams. Leaning towards a no play.
