Navy/ND Line movement...help

Anyone good at reading line movement?? I can't figure out why Navy keeps getting more points...

I really like the Midshipmen here, but the movement scares me.
ND opened at -19.5, now at -23 with 60% on navy...any advice??

Yah tough read... I don't see how sharps would lay over 21 points in this situation...
