Navy vs ND line movement?

Line opened at ND -17.5 and moved to -21.5, trying to find out if there is an obvious reason that I dont know about for this line movement.

Well, I am sure someone will tell me that Navy's entire offensive line or something equivalent to that was suspended but I had to jump on Navy +21.5
