well as far as the spread goes- it is RLM if the public is heavy on the side the books make more favorable to take after the public crashes it heavily, despite the concept or notion that books usually try to get even action on both sides.
if 76 percent is on one side and it gets prettier to take, that is RLM.

No, you have it backwards. If the 76% action was on memphis and the line moved from 27.5 to 31 then yes it would be. The bet would then be on Miss St.
However, with 76% on Miss St. the line would have to move down to 24, 23 or whatever for it to be RLM. In that case the bet would be on Memphis since 76% are betting on Miss st. but the line is going the other way.
The concept is the majority of the betting public is betting on the 76% team, but there are a small number of sharps putting enough huge money on the 24% team to drive the spread the opposite direction of the public.
Most people generally make the call on these pretty close to kickoff to see what the final numbers look like.
