TN is a very tough school to HC, recruiting is constantly traveling thousands of miles to observe the best talent, you can recruit in TX, FL, CA within 500 miles, but to recruit for TN you have to travel to all those states and find the recruits that havent committed to their home states for some reason and get them to commit to TN, lets face it if Florida is recruiting you, California is recruiting you and TN is recruiting you all things equal you are prolly choosing sunny year-round Southern California or Florida than the mountains of east TN
