turns out it didn't matter like i thought it would..
late hit by iowa DB after minnesota receiver dropped the ball on 4th down gamble ... then fleck gets penalty as HC for minnesota.
but it turns out it would have been iowa ball without the fleck penalty i.e. the late hit is after the play. so assessed on next play i.e. iowa with ball.
