That was a missed call to begin with. Such a nasty hit, clear targeting. It was just stated by the announcers that it was allowed to be called after the play.

Toledo/WMU...player got hurt, so after he was taken off the field they say it was targeting. There wasn't a flag, only because he got hurt they went back and reviewed the play and called it a penalty. Since when can you review a play and go back and say oh there should have bren a flag there??
