Ed Orgeron, a long time USC assistant and former HC of Mississippi, has been named intgerim HC at USC. Orgeron is noted for his fierce loyalty to USC, ala Tom Lasorda of the Dodgers. While it is doubtful that he can change much, he can light a fire under this team. Let's see if that helps.

Bobby Petrino, Jim Tressel, and Mike Gundy is the best available I can think of off the top of my head. College football has a lot to do with recruiting that is why you see so many coaches as repeat champions. You might be able to Nick Saben or Pete Carroll if you do the $10,000,000 offer. Texas is just a better job because they have 0 sanctions and if they do the $10,000,000 offer they will get Nick Saben or Pete Carroll book it.
