Too many penalties... or is it me?

I've watched every bowl game and feel that there has been a crazy amount of flags thrown. What do you think?

75% of the teams that have played so far are relatively bad teams. Lack of discipline for sure. It will be a lot crisper from here on out as the stakes are higher in January.
