How easy would it be for the coach to ask his QB to miss a 4th down in order to make MAD bank (assuming he bet a large amount?)

How would sportsbooks deal with such a situation?
Can they prove it in anyway?
Would they have to refund every individual who bet on a certain match if the ruling was GUILTY in court or wherever?
