Ok why is LA Tech only - 2 1/2?

I admit LA Tech hasn't played anyone (Houston, Rice, Illinois) but they just smoke a bottom tier Big 10 team in Illinois. But seriously isn't Virginia going to be one of the worst teams in the country this year? They needed a complete meltdown by Penn State's kicker to even win that game by 1 point. I'm sure this is some kind of trap line so do any of you guys see what the trap is?
