Because the Snakes are on the road, Nobody on the D-Backs really hit Billsey well except Steven Drew, and he's done for the year, it's like asking why is Verlander only -120 on the road against Shileds?
I'm not saying Kennedy is Verlander and Billsey is Shields, just making a point.
