Question regarding line movement!

I saw where the -1.5 RL for Tampa opened at 1.5, it is now at 2.55.
For you line watchers, what is this an indication of.
As far as scoring goes, it is about equal, Tampa has scored 180 runs, Toronto has scored 189.
So there is not a big differential.
